Executive Leadership

photo_nicoNico De León, PE,CCM
Founder and CEO

Mr. Nico De León is Chief Executive Officer and Founder of the firm and is a registered professional engineer in six states: California, Delaware, Florida, Georgia, North Carolina, and Virginia. Mr. De León holds a BS in Civil Engineering from Pontificia Universidad Catolica Madre y Maestra in the Dominican Republic. He also has a Master of Engineering in Construction Engineering and Management from the University of California at Berkeley. Before establishing NXL, Mr. De León worked for private contractors on major projects such as the Sunshine Skyway Bridge (Tampa, Florida) and Seven Mile Bridge (Florida Keys). Mr. De León has been Principal-in-Charge for all major Construction Engineering and Management projects where NXL has been involved since he founded the company. Mr. De León currently serves on the Board of Directors for the American Red Cross, is a member of ECLC, and serves on the Board of Directors for Venture Richmond.

Malcolm T. Kerley, PE
President

Mr. Malcolm T. Kerley, P.E., is NXL's new President. Mr. Kerley brings to NXL more than 40 years of transportation engineering experience. During his time as VDOT’s Chief Engineer, he was responsible for all engineering aspects of the Department, including oversight of pre-construction design activities of four divisions and the construction oversight for all VDOT projects. Mr. Mal Kerley is a graduate of Virginia Military Institute where he earned a Bachelors Degree in Civil Engineering. He later earned his Masters in Civil Engineering from the University of Virginia.


Finance and Administration

Mary (Clarke) Williard
Chief Financial Officer / Vice President of Administration

Mrs. Mary Williard, is NXL's CFO and was recently promoted to Vice President of Administration. Mrs. Williard joined NXL in 2010 and oversees the operations of Finance, Human Resources and Marketing / Business Development departments. She studied at Virginia Commonwealth University with a dual concentration in Education and Accounting.

Construction Management/Inspection Services

Michael Saunders, PE, CCM, DBIA
Vice President / Director of Construction Services

Mr. Saunders brings over 10 years of extensive experience to the NXL team. As a former VDOT ACE and Project Controls Engineer, Mr. Saunders has complete knowledge of construction practices and how to properly manage projects. He has performed Responsible Charge duties in the Richmond District, and is knowledgeable on LAP projects. In addition, he has extensive experience in managing DOT contracts as a DOT Project Engineer or as a Project Manager in the private sector.

Joe HamedJoe Hamed, PE, CCM, PMP, DBIA
Project Manager / Quality Assurance Manager

Mr. Hamed is a licensed Professional Engineer, Project Manager, and Construction Manager with more than 20 years of experience in the transportation construction industry. As a former contractor and  VDOT Area Construction Engineer, Mr. Hamed has a broad construction management background with extensive experience in contract management, bidability/constructability review, claims prevention/analysis, and quality assurance/control on roadway and bridge projects across the Commonwealth. In his current role, he serves as NXL's Quality Assurance Manager for Design-Build projects ensuring all contract requirements and specifications are appropriately administered and applied.

William "Bill" McDowall, II, PE, DBIA
Project Manager / Quality Assurance Manager

Mr. McDowall is a licensed Professional Engineer with more than 33 years of experience providing construction management and inspection for roadway, bridge and associated utility /infrastructure projects.
His expertise includes project planning, constructability reviews, cost/benefit analysis, value engineering, contract administration, scheduling (using CPM and other scheduling methods), and quality control/ assurance.

Surveying Services

Director of Surveying Division

Mr. Jones started his surveying career as a Chainman in 1978. Since then, he has worked with large to medium size survey firms in different positions from Party Chief to Director of Surveys before joining NXL. Dave has extensive coursework in Land Surveying from Old Dominion University. His experience includes construction stakeout of roadways, bridges, commercial and federal government facilities. Dave has been responsible for managing all aspects of a fully automated survey operation, including: work with Total Stations, Data Collectors and Field Computers, Processing of field data and transferring into CAD format.

Larry C. Brownley, LS-B, PLS
Central Virginia Survey Manager

Mr. Brownley started his surveying career as a rodman in January 1993. He has over 20 years of Land Surveying and Civil Engineering experience, the past 9 years as a licensed professional. He received his Apprenticeship as a Land Surveyor in 2003 through the State of Virginia while taking various courses at Old Dominion University, to meet his educational requirements. He received his Land Surveyor License from Virginia in June of 2008, his Professional Surveyors License in North Carolina in December of 2009 and his Land Surveyor B license in Virginia, June of 2011. He is experienced in operation of survey equipment and software to complete construction stakeout, boundary surveys, topographic surveys, right-of-way surveys, elevation certificates, as-builts, geodetic surveys, location surveys and ALTA surveys. In addition, he has experience using engineering software for designing and drafting of civil infrastructure plans, shopping centers, athletic fields, road plans, sanitary sewer systems, stormwater management plans, best management practices, erosion and sediment control plans and for various site plans.

Business Development

Emily Ripka, CPSM
Business Development Manager

Ms. Ripka has eight years of marketing experience, and began her NXL career shortly after receiving her BA in Business Administration and Marketing from Longwood University. Emily led the NXL marketing department for five years before taking a hiatus and returning to NXL to lead the Business Development activities. Emily is the Vice-President and President-Elect of the Virginia chapter of the Society for Marketing Professional Services.
